• DGS&D (Directorate General of Supplies & Disposals) is a CENTRAL PURCHASE & QUALITY ASSURANCE ORGANISATION of Govt. of India, Department of Supply, Ministry of Commerce;
• In the year 1860, the British Govt. evolved a concept of CENTRAL BUYING & set up INDIA STORES DEPARTMENT in LONDON for meeting procurement needs of Govt. of India;
• Established in 1951 in its present form for rendering procurement services to Central & State Govt. by placing Rate Contracts for common user items & contracts against their ad-hoc demands;
• Ad-hoc procurement decentralized in December, 1991. Main function now is to conclude RATE CONTRACTS;
• Quality assurance functions continue to remain centralized as before;
• Continues to be the NODAL Agency of Govt. of India for purchase policy & procedure;
• Govt. Departments/Organisations, who have not built-up their own infrastructure for purchase, can raise their demands on DGS&D for ad-hoc procurement;
• Services continue to be available to PUBLIC SECTOR UNDERTAKINGS & AUTONOMOUS BODIES;
• It has two specialized wings: Supply & Quality Assurance Wing, manned by two Group-A cadres; viz. Indian Supply Service (“ISS”) and Indian Inspection Service (“IIS”) recruitment for which is made through Engineering Service Examination conducted by UPSC, Govt. of India;
• DGPP is nodal organization for hosting upcoming Government e-Market (GeM) for facilitating on-line purchases of common user goods and services by government buyers and to bring more transparency, efficiency, and speed in public procurement;
• The inspection of stores by Quality Assurance (“QA”) Wing is optional, left to the discretion of the User Departments. In case the User Department avails services of the QA Wing, the Inspection services shall be rendered on chargeable basis. QA Wing also undertakes inspection of stores outside the rate contract on chargeable basis, under exceptional circumstances, with the approval of DG(PP);
• The payment to suppliers has been decentralized and is to be made directly by the User Organizations;
